What are the runtime requirements?

Node.js v16+ and an Azure DevOps account with appropriate access.

Can I use this with an on-premises Azure DevOps Server?

Yes, with PAT authentication. Azure Identity and Azure CLI are only supported for Azure DevOps Services (cloud).
